Work in FL, office in MI. I have worked for this company for 3 years with stellar reviews and respect. The new CFO and I have worked together previous in this company with no issues as I was not a direct report.
Recently I was screamed at by my manager for answering his Managers questions directed to me. I attempted to defend myself and was told that under no circumstance was I to speak with any of the Board unless he was aware of the topic at hand. Frustrated I went to his manager and advised what I was told and how I would not comply unless I was told to do so directly by himself or the board. His manager agreed that this was a bad idea and advised me to tell him I would not comply which I did and he denied to me alone ever saying this unaware that I had spoken to his manager.
Now I have been given a project by the board which my manager knows 1-2 weeks out of the month will not be touched. Yet he has stated to me that I need to show some type of progress even though I have done nothing. This is where I believe the ethics line has been breached and I am misrepresenting my progress. In my mind I have options, go to President again, go to HR, or call a meeting with President and HR.
Just as an additional note I have never had any conflict in this position in 3 years with any manager (3 in 3 years) until now. I am preparing that this in a short time will result in my forced resignation and want to know what if any recourse I will have.

Nothing illegal is going on. I wouldn't piss off your manager though unless you are absolutely certain his boss will back you. If you're truly "forced to resign" then you may qualify for unemployment but if you quit just because your boss is a jerk I wouldn't count on it. You may want to look into a transfer within the company to avoid this person.
