What rights do I have with my insurance settlement (Katrina Victim)

What is the name of your state?Louisiana

My homeowners ins. co. has awarded our settlement but it had to be endorsed by the mortgage company. Of course we have not received a dime and we are waiting to start roof work. Time is of the essence. What rights do we have?
