What type of attorney do I need to sue a city?

A city storm drain failed and flooded our home. The city initially accepted liablitlity and authorized a restoration crew to begin cleanup and repairs. They have now changed positions and are saying they are not liable and we have to go through their insurance claim process. The city manager indicated that our claim more than likely would be denied. In the meantime our home repairs have been halted and we still have opened walls, no flooring and mud all over the yard. I'd like to work with an attorney before we submit the claim and perhaps have them write a strong letter suggesting the claim be approved so that the city doesn't have to face a lawsuit. Is this the right path? Need some advice as to what type of attorney we should be working with.

Dang...you should get paid for advice like that!!

But a real lawyer would have made a 5 page document to describe how to make the phone call. ;)
