When a death is said to a homicide how no one gets charged.

i am from michigan. my cousin died a year ago and the medical examiners report said it was a homicide. he was hit in the head with an object, not for sure but believed that the guy who hit him had a watch on when he struck him. no charges were brought on this guy. i was wondering what laws protect him from being charged with anything. they said that it was because my cousins ex-girlfriend fell and he caught her and the guy thought he was going to hurt her is why he hit him. is there a law that protects him from being charged?
