When ticketed for expired plates/tags, is the driver always held responsible, regardless of who the tags were last registered to, who's name the insurance policy is under, who's name the car is solely titled to, etc?

For example, if I have 2 cars insured, with a 2nd driver listed as the sole and primary insured driver of one of the cars, and that same car's title is solely in MY name, and was last registered in MY name, and the 2nd driver gets pulled over for Expired Plates/Tags, will I be resposible for the ticket and fees?

Tx, just another potential headache.
