In the FEC rules on creating a Super PAC it says you only have to register your Super PAC within 10 days of raising 1,000 dollars. Does that mean we have no requirement to do anything until we are able to raise the money?

also I want to know if its okay to raise the money though paypal? and if we have to say anything before they donate, such as a disclaimer or rules about it? also do we have to take there information and how much?

A PAC that hasn't collected or disbursed any money isn't worth much. Yes, you indeed have 10 days after you first collect or disburse $1000 to file with the FEC.

You can google why Paypal/Square/etc... isn't a good idea. While it's not illegal, you may not have the identification information if you use one of these.

So there is nothing we have to register for/as until we can collect the first $1000?

Do you have any recommendations for a service that would be better or how to do it? and what would you need the information for?

Collect or disburse the first $1000.

You can get a traditional merchant processing account rather than using one of the aggregators. You can take paper checks. Understand that you need to record WHO is giving you money and you need to make sure that you are getting that information no matter how you are receiving the funds.
