My response:
The purpose of a mandatory settlement conference (MSC)is to force the parties and their counsel, if the parties are represented, to focus on the issues and attempt to narrow the areas of dispute to the greatest extent possible before going to trial. Consequently, many local court rules also require a mandatory pre-MSC "meet and confer": i.e., prior to the MSC, counsel must meet and confer in good faith to review the settlement conference statements, resolve issues, stipulate to facts and delineate those issues remaining for court determination.
