where do I file a suit

What is the name of your state (only U.S. law)? North Carolina.

I sold an ATV to a person who paid via Paypal using his Credit card, later.. he contacted his Credit card company to reverse the charges in which they did and took the money out of my paypal acct.

do I file a suit in union county NC where I live and where the ATV was when picked up, or do I file in Anderson SC where the buyer and his attorney live?

You can sue in your local court under the doctrine of Specific Jurisdiction because the location of the injury was in NC. You'll have to check your small claims rules to see if they have restrictions on the location of the defendant.

You may also want to file a criminal complaint for fraud in the defendant's jurisdiction.
