What is the name of your state?I live in California
My father passed away I am selling his house. Problem Next door neighbor of 17 yr.s now wants a retaining wall put up. She has built in the last few months a new addition on to her home. Her house is on a verticle bank behind my Dad's. The city engineers have came out and said I do not need to build a retaing wall. But if she was worried she sould get a soil servey to determine if one is needed, She also has 100 year old pepper tree's on top of the verticle bank, their roots go thought the bank and under my house. If I wanted to build a retaing wall I would have to dig at least three feet down to build the wall base, but this could hurt the tree roots, cause damage to the tree's or killing them!! She never said any thing about the wall till I was in escrow!! Legally what can I do?? She is stopping my escrow!!
