my nephew was unaware that he is entitled to my brother SSI. He is under age and did no anything about this money. Are the next of kin notified when a parent dies so that they can collect the deceased parent monthly earnings?

No, it is up to you to find out if you are eligible for any kind of benefits, and pursue the receipt of them.

When you are low income, and move to a new area, you don't see the welfare departments sending you letters asking you to apply do you?

It is just too much time, trouble, and man hours, for government workers to try to review everyone, see if they are eligible for something, and then contact them. Do you realize how many people there are in the U.S., and how many that means they would have to research, and review each day? They would never have time for anything else.
