Which county should it be filed in?

What is the name of your state (only U.S. law)? PA

I am asking for a friend who doesn't have consistent internet access.

Mom has sole physical and legal custody of their 16 yo daughter and would like to file for support. Dad is in Philadelphia county and Mom lives Chester County PA. Can she file in Chester County? Or does she have to file in Philadelphia County since that's were the NCP lives?
