If you have children from a previous relationship and get married, can your spouses mother take out insurance on those kids as her grandkids, even if their
biological parent and grandparents are still alive?

If you're asking whether there's anything in the law that prevents it, no, there isn't. Anyone can take out life insurance on anyone if they have the appropriate signatures on the application. I could take out an insurance policy on you with the appropriate signatures and the law wouldn't tell me I couldn't. The insurance carrier might not let me, but it's not illegal per se.
