Two adults, and 1 minor under 18. We rent a space in a single family home. However, 2 other people also resides on the property. The landlord lives out of state, but his sister also stays in the home. In February, the landlord verbally stated that he would give us a couple of months and $800 end of April to move out. Being his sister is an alcoholic, he didn't feel this was a good place to have a minor in the environment. So we agreed. In the meantime, she has threaten my daughter (Authorities were called) she has harrassed, harm me voilence causing injury, (authorities we called) among other things to annoy and try to force us out. We have not been served with any eviction, the Sheriff looked that up. We want to leave, but financially impossible due to lay off. I plan to file a civil harrassement, but now the waters been terminated (civil code 789.3). We've never been shown or asked to pay water, and besides that the water bill doesn't get mailed to the property. My question is: who do I call first, to verify this code violation? Or what do I do? Please advise. Thank you

You are really trying to get money out of the LL. Even when he offer you $800.00 to leave and caring about the minor. My. My.

Monday, call the city, find out why water turn off and where bill was sent to. Call the LL, tell him and that you want the water turn back on as of today.
Than if isn't go back to the site where you found the civil code 789.3 so easily.

Did police make a report? Did the police arrest the woman? Did you seek medical attention? Has the harassment cause you bodily harm, loss of work, money out of your pocket, etc. You will lose
