I won a small claims court judgment in New Jersey and the judgment debtor says he will pay-up, but he will pay the court but not me directly. What is the normal payment procedure for the judgment debtor in New Jersey? What is the name of your state (only U.S. law)?

unless the court is the creditor listed in the judgment, you are the entity actually owed the money. Some courts do allow a judgment debtor to pay using the courts as an intermediary. Contact the court that issued the judgment and ask if they provide that service.
