who has jurisdiction when 4 states are involved?

We live in Minnesota, have for close to 3 years. We have lived in the same home and had the same jobs almost 2 years. His divorce was in MO. His ex lived in NH and got arrested and multiple DWI. She was released awaiting court, and we made arrangements to get the child for the summer again this year. Picked his daughter and the mother fled to GA. Where do we file for change of custody? She doesn't work, with multiple DWI there is no way she can get a Drivers license. We have an almost 2 year old daughter and would like to have full or at least joint custody of his daughter as well.
We need help. We are still paying her steep child support via payroll deductions. We can't come up with a huge retaining fee. Mother wants us to take child back on our childs birthday, in the end of July. We need to file something to keep the child until this is all settled.
Any help would be appreciated.
