new next door neighbor's 12 year old son left skateboard grind rail-dark gray metal- in middle of street in Mass. i did not see it and road over it puncturing my full gas tank. my car needed to be towed -atleast $500 or more damage to car- driveway damaged-$175 to reseal- because of gas spill. Boy's father think's boy is punished enough because his $90 rail was ruined.Who is responsible?
