What is the name of your state? Michigan

I am looking an 03 Honda CRV with 17,900 miles on it, from a private party. After my first bad expierence with a car, I'm def. going to have it looked at by a mechanic before I decide to by it. When we test drove it, the man said it hadn't been drivin in about a month, and when we test drove it the back brakes made a rubbing sound; could this really be from the car not be drivin in a long time?
Anyhow, when we have the car taken in for an overall inspection, is it the buyers or the sellers duty to pay to have it taken in?

Ask for some proof of mileage (oil change receipts, etc.). Those miles sound pretty low for a car that is 3 years old (only 6000 miles per year!!).

It is possible (rust, etc.). Have your mechanic check it.

It is the buyers OBLIGATION (called 'due dilegence') to have the item inspected BEFORE purchase. As for who pays.... that is negotiable between the buyer and seller.

The boy goes to college in another state, where he didn't take the car. It's a verry wealthy family, and he said the only time it was driven was when his mom drove it to the store. The other thing is I didn't see an oil change sticker on the car, there wasn't anything in the glove compartment, and the maintance light was on....sooo I'm thinking they've never changed the oil. Can this damage the engine permantly? I forgot to even ask about the maintance light.....but he said it's up on oil changes...which I don't believe.

who pays...?

You pay for the inspection.... that keeps Lookie Lous from wasting sellers cash. Yes storage can cause the rub... rust accummulates quicly on iron rotors... should go away fgairly quickly with use... just brake softly on a 10-20 mile test drive, and the noise should go away... if not, something is wrong.
Someone above said to ask for proof of mileage??? I have no idea what that means? The only proof would be mileage on a previous title that shows higher mileage than what is on the speedo. I doubt a truly low mileage vehicle would have been titled more than once... so go to the DMV and do a title search. Personally, I check the car over and look for warm parts... like pedals... elbow marks on doors... drivers seat... it either looks right or doesn't.

On late model vehicles the mileage is also recored in the auto's on board computer.Dosen't matter if speedo(which is electronic)is operating or not.The Honda dealer can pull the info from vehicle quickly with a scanner.
