4 lane road + 1 turning lane.
Car A is exceding the speed limit by 5-10 mph in Left hand lane.
Car B just turned onto right hand lane, and is below speed limit max.
Car B signals and makes a sharp merge from the right lane into the left lane.
Car A hits the driver side of car B.

yup car B..car b made an unsafe lane change would be the PCF..thats primary collision factor
