I live in rural California

I was in Basic Training 2 years ago. 2 weeks short of graduation I broke both legs. I was was given a bone scan and was released (discharged from the Army and set home they failed to even set my legs in cast for a 36 hour busride home. I went to walmart and bought some ace bandages for the ride home. I got home went to the hospital who gave me some xrays and some pain medication. i immedatly filed a VA claim for the injury. now i live in rural Ca and live over a hunderd miles from the county hospital. i had to call my congressman to get the county hosptial to do a bone scan it was done and it showed no change from the one the Army did. I was working up until 3 weeks ago with a cast on my leg from my local doctor doing assisted living. the first cast is now over a year old and also the poditrist that is treating me now rquested a MRI that was also a year ago. now I am in 2 casts on my legs and wheelchair bound. We have a state disability program and he refuses to sign the papers so I will have some income, but he says I can't work my normal job and have no training in anything else. He is sending me to the county hospital to try to get these papers signed and the county hospital refuses to work with me I have called them 30 times this last week to try to get an appointment and get on the Medically indengent program as I have no income and no insurance.they tell me to leave a message and a "caring professional" will return my call asap. no call ever came Icontacted the congressman again and as yet nothing has happened. My question is what do i do now?????? Why do they refuse to work with me? is that against the law? I need some answers as my medication Loratab 10/500 and Valium 10 mg is very expensive and with no income i can't afford my medication.right now if it wern't for a friend i would be on the street. meanwhile I am on my 9th appeal with the VA.
i can't even get the state dept of rehab to help why? if anyone has any ideas please let me know as I feel that I am banging my head up against the wall.
