I'm a Stepfather to a 17 1/2 year old daughter.
Her mother and I have been married most of her life.

Okay and you are STILL a legal stranger.

Her father came back into her life about a year ago
and has taken much interest in her lately. This has given her
leverage to have her way.

Really? why? Isn't mom still her parent? Doesn't mom have rules for her? Does dad have a parenting schedule court ordered? Were mom and dad ever married?

She has found a boy friend and wants the freedom to see him.
Her father agrees but we do not. We live in a conservative
home and want her to complete her schooling, attend religious
services, and mature a bit before dating.

What YOU want doesn't matter. What mom wants matters. What the child's father wants matters. What you want, not at all legally.

Her father wants to have her every weekend now and she agrees.

Really? And what does mom say? What does the COURT ORDER MANDATE?

We would have her during the weekdays until she completes school.
Her father wants us to allow her to see her boyfriend as she
chooses. He may even provide her with a car and cell phone.
Currently we provide both but with restrictions.

Mom would have her during the weekdays? Says who? Dad can allow her to see her boyfriend. Dad can provide her with a car and cell phone. As can mom. They can each have different rules under their roof.

She would like to move out but I don't think her father can have her
stay under his roof. Maybe with some of his relatives.

Your opinion doesn't matter. Neither does the child's. Again, what does the court order state? Mom is still the parent!

So some questions:
-Do we have any obligations towards her if she chooses to leave?
--insurance; child support; etc.

YOU dont' have ANY obligation towards her.

-On the days when she is living at our home can we expect her to live
by our rules or can her natural father demand something different?

Natural father? Are you the unnatural father? Actually you are the legal stranger. MOM can expect her to live by mom's rules when she is under mom's roof.

-If her boy friend is 21 or older should have any concerns?

I don't know. Does mom want her dating the man? How old is the man? Are they doing anything other than dating? Oh and the age of consent in NC is 16. So even if they did have sex it wouldn't be illegal.
