Very doubtful. WIC is intended for the pregnant woman... Are these people in the same household? Is this a case that others (not the pregnant woman) are going into the fridge and having a glass of "her" milk? Or are they taking "her " card and buying themselfs milk and eggs and taking it home to another household?

Anybody can use it as long as their signatures are one of the two besides the mother's that is on the outside of the booklet.

I think that the OP was asking if family members can benifit from the pregnant womans WIC....in this case only the pregnant woman should be consuming the food.
