Wild animals in the city limits

What is the name of your state (only U.S. law)? Texas
I live in a small town that is seeing a lot of development. I live in a scarcely populated part of the city and pay city taxes. Because of new development there are Javelinas about 10 of them. They roam freely around our neighborhood. I am afraid to let kids and dogs play in the front yard. I called the city animal control and they asked me to call the Texas Game Warden. I did and he basically told me they could do nothing about it, but if the Javelina's were a threat I could shoot them. I don't know if the city has laws about discharging fire arms ( I do not plan on shooting anything) within the city limits.

What rights do I have and how can I persuade the city to get rid of these pest.
I feel I pay taxes to be safe.
