Can a company withhold your paycheck for any reason other than to recover company property at the timi of separation?
The company I work for has on several ocaisions, threatened to hold paychecks until certain forms were submitted, such as 401k enrolment. Is this legal?

An employer may never withhold an employee's paychec. Period.
