Can you elaborate? Do you mean that the Board had a meeting and a staff member wanted to see the minutes of that meeting, and the Board withheld those minutes for four days? If that's what you mean, I don't think there are any employment laws that cover this type of situation, and therefore, while it may be "wrong" it certainly isn't illegal.
Perhaps the staff member should review the Board's own rules and regs, and if the Board has violated said rules and regs, apply the remedies that should be in the same document.
