Withholding Rent???

I recently moved into an apt. The landlord is also a co-worker. Upon moving in, there were some things that needed to be finished and I was told they would be(holes in the windows, dry rot, three of them need to be replaced). Here we are almost six months later and nothing. I keep asking and asking when is it going to be done, he speaks to the workers and they tell him one thing and never follow through. I have even mentioned that if he were to try to rent to a Section 8 person, the inspectors wouldn't even pass the apartment. The worst part is, the upstairs apt. is now for rent and I see him trying to hurry up and make that place presentable for NEW tenants. Can I withhold rent or pay a discounted amount until all is fixed?

**A: did you read the L/T law? The law specifically states your remedies in such cases as yours.

Since your landlord is your coworker also , he/she may figure you won't step on their toes.

I don't know what your relationships with each other are.

I do know you have the option of filing a Complaint with your local code Compliance office, if you choose to.

A request in writting to your landlord speciffying repairs needed may be sufficiant with a note that you would rather keep things simple but you have the option of filing a Complaint.

Remind him/her that your relationship as tenant/landlord is a business issue and each of you has responsibilities.

One is you pay for rent,and he/she has to be in code compliance.In other words make your living space habitable.

I personally don't like mixing coworkers/freinds w/ business.
