What is the name of your state (only U.S. law)? North Carolina

I have been renting a property for 2 years and am in the process of buying it.
The home is in an HOA. I have never received a copy of the By-Laws and
Restrictions.
I'm finding out now that I should have received a copy at the time I signed
the lease and also at the time of signing the contract to purchase.
"All leases shall require, without limitation, that the tenent acknowledges
receipts of the restrictions".
I have never gotten a copy of the By-laws and I have let the President
and VP of the Association know my need for one as they keep fining me.
I still don't have a copy.
What does "without limitation" me in this context?

No, Is that what without limitation means? It was MY responsibility?
I asked for the By laws from the Pres & VP of the Association and the
rental company and the real estate agent Im working with.
