I live in CA and a friend of mine was hired by a "marketing" company to do door to door selling and was hired as an independent contractor. I was unclear as to what rights this gives him. And I wanted to clarify one of the rights which it appears he is entitled to, even though he was a IC. It is at the following link:

It indicates that "labor" includes any work under contract, subcontact.....

And then it goes on in the third paragraph to go over the requirements of the employer regarding payment of the final check and the timeliness of it. Am I reading this correctly? Does that indicate that at the longest, he should have to wait only 72 hours? If so, I need to know ASAP, it has been almost 3 weeks since he left their employ and it has been an uphill battle getting any sort of paycheck for him.
