IF, a U.S. citizen living overseas, with no U.S. assets, stops paying credit card debts (due to illness) and it goes to court:

1. Can the person be arrested if they enter the U.S.?
2. Can the person be denied a passport renewal?

What if the person in the meantime has become a foreign citizen?

*** No.

*** Very unlikely, but possible in theory, if the state department were to determine that the 'conduct of the debtor' is of such moral turpitude as to challenge the right to renew.

"What if the person in the meantime has become a foreign citizen?"
*** Then the passport issue is not relevant.

And of course, all 'bets are off' if the judgment creditor were to get a contempt warrant issued against the debtor for failing to comply with a court order...
