What is the name of your state?Texas

Question about the Commodity Futures Trading Commission Act.
Can a book author write (for royalties) about the futures markets if he is not a Certified Trading Adviser (CTA)? Are the following statements allowed?

A) buy low, sell high, cut your loses early, develop a system, etc.
B) buy wheat if it retraces 1% after opening
C) this system is guaranteed to double your net worth!

Would adding a disclaimer stating that the author is not a CTA and that the text should not be used for trading purposes 'discharge' A,B or C of its advice status?
