Since vacant available land is hard to come by in san jose, I would like to buy a single family house in san jose, demolish it and then build a bigger house using a modular home.

The modular homes are made in factories with best materials etc and are the same if not better than the regular brick and mortar house. Plus they are attached to a foundation and are treated just like a regular house for mortgage etc.
i would like to know how to determine if this can be done with any house we chose or there are certain zoning laws etc. Do I need to check /verify or approve with someone?

Modular homes are usually less of a problem than what is referred to as "manufactured homes" (colloquially referred to as trailers). However, demolishing a house on a lot and putting another is probably heavily controlled by both zoning and building regulations. You can probably get a little information by contacting the local planning departments.
