You locked your thread so that no one can respond to it.

Unless your insurance policy SPECIFICALLY states that if the deductible is met in the last quarter of the year, it will roll over into the next year and you will not have to meet it again, then yes, your employer (or rather, your insurance carrier - it's not your employer doing it) is correct in restarting the deductible again on January 1.
