LEGALLY, he very well MAY be a resident based on the laws of the state in question. A temporary visitor is considered a resident in many states for many purposes, this includes immigrant workers on visas and out of state students.


Dave, seriously - there's a vast difference between a worker who has a visa, and a TOURIST on the VWP.

A visitor on the VWP will not be considered a resident of OP's state (or any, for that matter iirc) for the purposes of obtaining a driver's license unless, as FlyingRon stated, he already has one from the UK.
