Must an apartment tenant pay for an unwanted security alarm system when renewing a lease?

Tenant has been living in an apt for a year and it is time to renew their lease. The apt is equipped with an alarm system that they never used or paid to use. Nor have they ever had an alarm system in any other residence they have ever lived in.

Now the landlord states that in other to renew the lease, the tenant must pay utilize the alarm service and pay $18/month for it. The tenant told the landlord they don't want it; but the landlord said, "It is mandatory."

Is this a new lease that the current tenant is signing?

If so and the lease now contains this clause regarding the alarm system and the tenant does not wish to have this, they are free to find another apartment that does not have such a clause.
