College: Sexual harassment via hostile/sexual language to another student?

There's a considerable gap between "inappropriate" and "sexual harassment". It's entirely possible to be the former without meeting the definition of the latter.

It's a litigious society. People take things the wrong way. This is why when using language in public, I always make a conscious effort to avoid dangling my participles.
