Our neighbors are proposing we create a HOA to enforce the existing covenants and to create new covenants that prevent flaglot development. I cannot find anything in the state code that prevents the majority of the homeowners from creating a HOA to protect our property interests. Our 28 lot neighborhood was created in 1978 but we have never had a HOA. This sounds too simple of a solution to create a HOA with new covenants. Surely I am missing something.
