Plus a few 15 minute smoke breaks.Sure they are. Because people only abuse kids M-F, between the hours of 9am and 5pm - with an hour off for lunch.
Make that 25 minutes. If a government workplace, the smoking area will be far enough away outside that it will take 10 minutes to walk to each way. Of course, cigarette smoke disperses in open air in a few feet--but I guess complaints are filed if some even SEE a cigarette.Plus a few 15 minute smoke breaks.
All of them here now have it so you can't smoke within 50 feet of the building.
There's no smoking in public AT ALL here.

It is also illegal to smoke in a vehicle if there is anyone under 18 in the car. Personally, I agree that one SHOULDN'T do this, but making it an actual CRIME is taking matters too far.
