Is it considered copyright infringement (and/or conversion) to register copyrights for intellectual property that you did not receive consent to register? This person has created derivative works of the copyrighted material, but I'd like to know if it's considered infringement to simply register them (essentially claiming ownership to them).

What is the name of your state (only U.S. law)? Pennsylvania

Yes. It is illegal to register a copyright to material that you hold no rights in.

Creating derivatives is one of the exclusive rights of the copyright holder. If you do not have permission from the copyright holder to create a derivative, you have infringed on the copyright holder's rights.
