If you meet all of the terms of your probation, your paraphernalia charge will be dismissed.
Because with a conditional discharge, there has been no guilty plea or conviction, there is no criminal record generated. However, even after all terms of the probation have been satisfied and the charge has been dismissed, the arrest record remains. You can (and will want to) expunge the arrest record six months after there has been a discharge and dismissal.
