As a Landlord for several decades, and in several states, I would never hand my prospective tenants a signed lease before their signatures.

1. I know exactly what is in the lease, the prospective tenants do not.
2. The tenants may want to make some changes that I might well not agree to----if they have my signature on the lease first, and then make the changes and then sign---it becomes an enforceable contract.
3. I would then be beholden to THEIR lease instead of them beholden to mine.
