You're kind of missing the point.

The clerk at the UI office is NOT going to say to ANYONE, "you don't qualify because...." No matter how obvious it may appear. Ever.

In all cases, everywhere, 100% of the time in all 50 states, NO ONE is going to say to you, "You don't qualify because....." until an investigation has been performed, and a determination has been made, and a notice has been sent. And if either party appeals, the same thing applies until the determination is made on the appeal. NEVER will you ever hear on the phone or in person, any UI personnel tell you that you do or do not qualify while there is an unfinished claim or appeal on the table.
