They use bump gates in far west Texas. However.... people with those purty (sic) new fancy cars seem to take umbrage when asked to strap a tire onto the grill so they can bump the gate or using their new fangled grill to bump the tire on the gate. Go figure.

To the OP - the answer is we just don't know. You need to find out how the easement is worded and then have a candid chat with the neighbor.
