Finance Charge on First Bill?

What is the name of your state (only U.S. law)? Montana

I don't know if this is wheret his would go or not, but here goes.

My wife had some auto repair work done and never recieved a bill for about 6 months. The shop never fixed the problem and she kept asking for an estimate or to get a bill so she could see where the amount was getting to. Roughly 6 months passed and she gets a bill for a large amount, no itemization, nothing but a single amount and a finance charge.

My question is about a finance charge. Can a business charge a finance charge at an arbitrary rate that they come up with on their own and apply to to a bill even if it has never been sent out previously? thanks for all your times.
