Financing More than the bill of sale?

My friend bought a car a year ago and received 0% financing through GMAC for the entire length of financing. Upon getting the final payoff a week ago she found out that the total amount she is financing is $5,000 more than what the bill of sale is. She called the dealer and all they could say is "sorry about your luck" and that things are added after the contract is signed! so she doesn't know what to do, b/c the contract on file with GMAC is the one the dealer sent in for $5,000 more! And she knows tax, title and dealer charges do not add up to $5,000! and if she has 0%, she feels as if they are doing something illegal. What can she do to rectify this and is this in fact illegal?
