frustration to no end

person drops out of school at 16
person, as a juvenile, commits several crimes (car prowling, possession controlled substance, theft, alcohol possession, assaults on persons). got nothing
Turns 18, a few more possession alcohol/drug crimes. got nothing
a few months ago, stole a car, admitted to "smoking crack with a guy", and taking the car police found alcohol on his breath and on his possession, found meth under his seat.
charged with minor in possession of alcohol, possession controlled substance, possession stolen property.
spent a month in county jail, pled guilty to possession stolen property, and everything else dropped. got off.

how is this possible?
im concerned that this person offenses will get worse and worse, as he has now learned that he can do whatever he wants and nothing happens.
he laughs about "justice", idolizes hitler, and is teaching his younger sister that school is a waste of time, drugs should be legalized, and "do whatever you want".
Im just wondering if anyone knows how a person can continually get off on drug, alcohol and theft charges, and nothing happens.
Is there a "magic number" of offenses that a person has to do before the courts will see that it is a progressing problem?
