While technically a misdemeanor, jail time is extremely unlikely for this offense. If you had truly just dropped off your dad, and he can testify to this, then you will likely prevail at trial. But, if he was not going to be walking to the space where he car was going to be parked, then your case becomes potentially untenable as you are entirely capable of walking further to get the car and bring it around like you had done dropping him off. The spaces should be held for people who need them and have no such chauffeur to aid them.

And, you say "plate" ... do you mean "placard?"

4461(c) covers the display of a placard, not the license plate - that would be (d). I am assuming that you are referring to a placard as that would also explain why mom might have the paperwork instead of dad.
