What is the name of your state? Michigan

Recently my friend was involved in a hit and run accident, where he was the offender. The accident caused no personal injury, but as from what im told, minor car damage. He drove away from the accident and it is highly probable that he was caught, license plate recovered and reported. The kicker is, he did this in a border state to his own. After fleeing the scene he ran to the state he resides in. My buddy has auto insurance, and no previous criminal record... I dunno why he did this btw. But, what happens? If he has a warrent out for arrest (and will he recieve one for this), how does that affect him in Michigan? In conversation he told me that he was safe as long as he was not pulled over in the border state (Ohio). What actions will be taken against my guilty friend?

1) Didnt cross to another state
2) Went to the police after 1 day
3) Didnt get the smart idea if you cross a boarder you are free.
4) The accident didn't happen in Ohio (where the laws may be diffrent).
