What is the name of your state (only U.S. law)? CA

What legal proof can you show to a school district in order to prove that you're in the process of adopting a child (through an independent adoption) and thus have a legal ability to enroll the child? I was thinking the Adoption Placement Agreement and/or the Petition for Adoption was sufficient but I'm not sure.
