If you do NOT have collision coverage on YOUR INSURANCE, you will need the police report to file an uninsured motorist claim. That is probably the delay. If you DO have collision coverage, there is no reason for them to be delaying, unless you have told them you do not want to pay the collision deductible. But if you don't have rental coverage, there is nothing they can do for you in terms of a rental car.
