For example, can I draw public places?

What about if someone took a photograph of a place....would I be able to draw it?

you can draw anything you want. It's what you do with the drawings that makes a difference.

What are you intending on doing with the drawings?

Anything in public is not quite subject to copyright. If you are in a public place, you can draw or photograph whatever you want. There are restrictions to public areas from a vantage from that is not a public area, such as from the balcony of your hotel room.

Hold the phone. If you are talking about buildings, landscapes, sure.

If you're talking about copying some public piece of copyrighted art, it's no more legal there than if it was in private.

If someone took a photo and that asserted copyrights to that photo, your drawing rendition of it would also be a copy.
