Job Background check process

Well I have been going through the job process and the final step was the background check. So i waited for 4 days and called my employer back to see if my background was cleared, they told me it was not and gave me the number to the company that does the background checks. i called them and they informed me that i didn't have any existing credit. (I'm 19 and have zero credit score) They said it raised a red flag and they asked me to send a copy of my social security and driver license. Is this acceptable?
